Renovation, Demolition or Construction

Any person wishing to renovate, demolish or construct any building on his/her property must first obtain a building or demolition permit. Please contact the Construction Department at (613) 673-4797 during regular office hours.

According to the Ontario Building Code Act, homeowners who intend to proceed with construction work are required to obtain a permit prior to construction to ensure the construction meets the Building Code standards and other municipal requirements including zoning.

When you file a complete application for the issuance of a building permit, you ensure that your project meets the minimum structural, fire and health and safety building standards as legislated by the Province of Ontario.

You must file a complete application meaning that all supporting and prescribed documents must be submitted with your application.  The Building Department staff can provide you with the list of supporting and prescribed documents or you can consult the list on the Township's web site.

You must file an application and obtain a building permit for the construction of a new building, for the expansion, renovation or the addition of a dwelling unit inside an existing building or for the construction, expansion or renovation of a structure over ten (10) square meters (108 square feet) in area, for the installation of any wood-burning appliance or for the installation or alteration of a sanitary system.

Normally, a permit is not required for the following work: the replacement of roof shingles, kitchen and bathroom cabinets, the installation of new flooring, air conditioners, fences (except pool enclosures), sundecks of not more than 600mm (24 inches) above grade.

Building Permit Application forms are available at the Construction Department offices or online at  When submitting your complete application, you will be required to pay the fees and all other applicable charges.

You will need to supply two complete sets of plans and specifications of your construction project.  All the plans must be drawn to scale in either metric or imperial measurements and in compliance with the Ontario Building Code minimum standards.

Remember, a good set of plans is the best way to see your project completed on time and (possibly?) within your budget.

If you are installing a wood-burning appliance, for example a wood stove, you must submit a detailed installation plan and the manufacturer's installation instructions.

The building plans will be revised and corrections may be required prior to their approval or they may be approved subject to changes indicated on the plans

The Construction Department staff will perform inspections in order to ensure that all the work is done in compliance with the approved plans.  You will be informed of the inspections stages at the time the building permit is issued.

It is the responsibility of the homeowner or his contractor to ensure that he contacts the Construction Department and requests an inspection before proceeding to the next stage of construction.

Before digging, remember that it is important to have all the utilities located on your property.  In Ontario, dial the following number for One Call: 1-800-400-2255.  Allow for a delay of one week for this service.

Obtaining a building permit is being responsible and is required in the Building Code Act, to ensure the safety of the occupant with respect to fire, structural stability and energy efficiency to the minimum standards of the Ontario Building Code. Any work done without obtaining a building permit may result in a work order against the property or even the loss of a sale. Prior to issuing a building permit, depending on the complexity of the project, you must submit your building application with required documents to a minimum of 10 days prior to starting your project. In addition to a building permit, mandatory inspections are required at different stages of the construction. A detached structure of less than (10 m2) 108 sf does not require a building permit but must respect the minimum distance to each property line according to the zoning by-law 2009-50.

Building permits are required for the following projects: 

  • Construction or installation of a detached structure larger than (10m2) 108 sf
  • Construction of any size of addition to an existing building
  • Construction of a deck, patio, gazebo, stairs or solarium
  • Installation of interlocking stones for stairs to an entrance
  • Construction of a new dwelling or addition
  • Transformation of a garage into a dwelling or living quarters
  • Creation of a new dwelling unit within the same building
  • Installation of an above ground or in ground pool, spa, hot tub
  • Installation of a solid fuel burning appliance/and chimney, outdoor boilers
  • Modification to/or installation of new plumbing
  • Renovation to the building including basement, or alteration of room size
  • Construction of a farm building, cover all shelter, silo and/or lagoon
  • Construction of a greenhouse
  • Change of use of a building
  • Demolition of all or part of a building (not farm buildings)
  • Construction of a retaining wall above 1 metre high
  • Construction of a new foundation for an existing building
  • Installation of new roof trusses
  • Replacement of windows when structural modifications are required
  • Installation of a tent larger than (60m2) 645 sf.
  • Installation of solar panels on a building
  • Installation of water/sewer connections
  • Installation of  a septic system (See also the South Nation Conservation Authority)

Projects that do not require a building permit: 

  • Detached structure of less than (10m2)108 sf
  • Installation of an air conditioning unit
  • Demolition of a farm building
  • Replacement of asphalt shingles
  • Replacement of windows of the same size

NOTE: A building permit is required for the installation of wood stoves and fireplaces.


Temporary "Tempo" Garages

Section 4.21 of Zoning By-Law No. 2009-50 of the Corporation of the Township of Alfred  and  Plantagenet states: The installation of a temporary Garage ("Tempo") shall not be permitted before October 15th of the current year and it shall be removed by April 15th of the following year. The removal of the temporary garage shall include the entire structure.

Further, Sections 2.4 and 2.5 of By-Law No. 2014-42 of the Corporation of the Township of Alfred and Plantagenet set the dates upon which these structures may be erected and must subsequently be removed.
