Notice of a Public Meeting Concerning a Proposed Amendment to the Zoning By-law of
The Corporation of the Township of Alfred and Plantagenet

 

TAKE NOTICE that the Council of the Corporation of the Township of Alfred and Plantagenet will hold a public meeting on the 8th day of September 2026 at 4:30 p.m., at the Town Hall situated at 205 Old Highway 17 in Plantagenet, to consider a proposed amendment to the Township of Alfred and Plantagenet Zoning By-law No. 2009-50, under Section 34 of the Planning Act, R.S.O. 1990, as amended.

On September 20, 2022, the Council of the Township of Alfred and Plantagenet adopted a by-law concerning the protection of wetlands within its territory, specifically those located in regional natural heritage systems. This municipal initiative was developed in collaboration with South Nation Conservation. It originated from growing concerns about the loss of forest cover within the municipality, as well as concerns raised by the agricultural community regarding climate change, water levels, wind, and erosion.

The objective of the by-law was to define, identify, and protect locally significant wetlands to ensure the long-term ecological sustainability of the area. However, it has been observed that protecting these natural features can hinder development in certain parts of the township. It is important to emphasize that the purpose of wetland protection was never to impede economic development.

Since the adoption of the “LSW” overlay in 2022, Council has received concerns from property owners and stakeholders regarding its impact on the development potential of affected lands. In response, during the July 14, 2026, meeting, Council has directed Administration to initiate a Zoning By-law amendment.

THE PROPOSED ZONING BY-LAW AMENDMENT applies to all the properties located within the “Locally Significant Wetland (LSW)” overlay as illustrated in blue on the accompanying key map.

IF THE PROPOSED ZONING BY-LAW AMENDMENT is approved, the “Locally Significant Wetland (LSW)” overlay will be removed from the applicable zoning maps contained in Zoning By-law No. 2009-50. In addition, all provisions relating to the “LSW” overlay will be removed from the by-law.

If you wish to be notified of the decision of the Corporation of the Township of Alfred and Plantagenet, on the proposed zoning by-law amendment, you must make a written request to the Corporation of the Township of Alfred and Plantagenet, at the address indicated below.

ANY PERSON may attend the meeting and/or make written or verbal representation either in favour or against the proposed amendment by forwarding their request to the Township of Alfred and Plantagenet. For more information about this matter, including information about appeal rights, contact the Corporation of the Township of Alfred and Plantagenet, at the address indicated below.

IF A PERSON or public body would otherwise have an ability to appeal the decision of the Council of the Corporation of the Township of Alfred and Plantagenet to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the Township of Alfred and Plantagenet before the by-law is passed, the person or public body is not entitled to appeal the decision.

IF A PERSON or public body does not make oral submissions at a public meeting, or make written submissions to the Corporation of the Township of Alfred and Plantagenet before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
