A permit for new or replacement of a pool (above ground and inground), a hot tub or a spa is always required.
Installing a swimming pool, hot tub, or spa is exciting — but it also comes with safety responsibilities. A pool and spa permit ensures that your installation meets the local municipal by-laws.
The permit process helps:
- Protect safety – by making sure barriers, fencing, gates, and covers prevent accidents, especially for children.
- Ensure compliance – pools and spas must meet zoning requirements (like setbacks from property lines, easements, or utilities).
- Prevent hazards – inspectors review plans to confirm all elements are safe.
- Protect your investment – proper approvals reduce the risk of costly changes or liability issues later.

The pool and spa permit application can be submitted by email at construction@alfred-plantagenet.com or in person at City Hall along with the pool & spa site plan.
Required Forms
- Completed pool/spa permit application form; available here Pool & Spa Permit Application Form
- Site plan showing the location of the pool/spa, existing structures, septic system, and well if applicable. Distances from the pool/spa to property lines must be included on the plan.
- Authorization letter from the property owner (if not the applicant).
Plans and Technical Details to Include
- Drawings must be clear and legible.
- Must include all relevant information regarding the installation of the pool/spa (heater, filter, etc.).
- If a deck is integrated with the pool, the height of the deck, details of guardrails, and access doors must be shown on the plan.
- A separate permit is required for deck construction. (The pool permit fee is waived if a building permit is required for the deck.)

Fees
The cost of a pool & spa permit is $102. An additional 200$ deposit is charged and refundable once the permit is closed within the first year. Each year of non-compliance is removing 25% of this performance deposit. Fees are payable once the permit has been revised.
